Default How to get this style?

Hey can anyone give me tips on how to get this style. It looks like locks were started and not twisted near the scalp.

Perhaps they're finger and/or comb coils?

Those looks like baby dreads to me. But to recreate it I'd do a twist out and rather than leaving it at the neat coil stage, I'd undo the coils and mess up the hair with my fingers to create the look of a twist out that is evolving to a chunky fro look.

How much hair do you have? Because that will determine if you should sponge coil or not.
